I am directed by the Board of Trade to refer to your
X letters (92719/32. and 9272/32) of the 17th November and 3th December transmitting, for their observations, copy
of telegrams from the Officer Administering the Government
of Hong Kong on the subject of an application by the
Soviet Oil Company Union Petroleum Trust for permission to erect an oil tank at Hong Kong, and I am to state, for the information of Secretary Sir Philip Cunliffe-Lister, that they concur generally in the views expressed by the Foreign Office in their letter to your Department of the
21st November. The Board de not feel competent, to
express an opinion on the question of propaganda raised by
the lanaging Director of the Asiatic Petroleum Company and
referred to in the letter of the 13th December from the
Petroleum Department.
